About us (“We are”)

IDOC (the Investigation and Disciplinary Office of the Commission) is a Directorate within DG HR that mainly deals with administrative inquiries and disciplinary proceedings. IDOC reports directly to the Director General of DG HR and it is composed of a team of motivated, friendly and hard-working legal officers and assistants. Our mission is to ensure that staff members comply with their statutory obligations. This is achieved through the conduct of formal procedures, in a fair, transparent and timely manner and in accordance with the rules on data protection as well as through outreach programs, aiming at increasing awareness among the staff about the binding obligations enshrined in the Staff Regulations and related legislation]

About the role (“We propose”)

As Case Handle Officer you will be responsible for conducting internal administrative inquiries, pre disciplinary and disciplinary proceedings concerning the obligations applicable to Commission staff members. Administrative inquiries aim to establish the facts and determine whether obligations laid down in the Staff Regulations have been breached. Disciplinary proceedings are initiated where there is evidence that such obligations have been breached, whether intentionally or through negligence. The cases handled cover a broad range of matters, including harassment, unauthorised outside activities, non-respect of the rules on time-management, offences under national criminal law established by the national Courts and serious misconduct in private life. You will contribute to the strengthening of the ethical culture in the Commission through presentations, awareness-raising activities and outreach programs.

Qualifications, experience and skills (“We look for”)
We are looking for a an experienced, well organized and motivated staff member, with a strong legal background and previous experience in investigations and disciplinary proceedings, to join our existing multi-disciplinary team of case handlers.

Our future colleague should have good people skills and the ability to:

  • conduct inquiries proactively;
  • propose solutions to upcoming questions;
  • ssist the Appointing Authority in disciplinary proceedings;
  • liaise with other services including OLAF, EPPO, the Secretariat-General, the Legal Service and the Data Protection Officer; - work autonomously as well as in a team;
  • analyse complex situations;
  • carry out horizontal tasks pertaining to the work of IDOC, such as outreach program activities, whistleblowing policy, etc.

A high level of legal expertise, a good knowledge of legal proceedings and practical aspects of investigations, as well as of the relevant rules on data protection, is essential. S/he should have excellent communication and drafting skills in both English and French. Knowledge of other languages would be an advantage.

The nature of the post requires a very strict attitude in relation to the protection of personal data and the constraints that this imposes on daily working life. A good capacity for teamwork, a well-developed sense of discretion, service-mindedness and a high level of integrity and ethical awareness are essential.
