The European Labour Authority

The European Labour Authority (’the Authority’ or ‘ELA’) is a Union body in the area of cross border labour mobility. Its aim is to facilitate access for individuals and employers to information on their rights and obligations; support cooperation between EU countries in the cross-border enforcement of relevant Union law, including by facilitating joint inspections; support Member States in tackling undeclared work and mediate and facilitate a solution in cases of cross-border disputes between national authorities.

The Job

The Authority is organising a call for expression of interest for a Seconded National Expert (SNE) position at the Coordination and Liaison sector, aiming at establishing a reserve list of suitable SNEs for possible secondment. The candidates applying for this call must be employed by a specific public administration/institution (see eligibility criteria below, section 2).

Profile

Working closely with the Brussels Liaison Officer, reporting to the Head of Sector and under the overall guidance of the Head of the Operations Department, the SNE will support the implementation of the tasks assigned to ELA’s Brussels Liaison Office. The SNE will provide specialised expertise, contribute to policy monitoring and analysis, and support ELA’s engagement with EU institutions, Member States, social partners, international organisations and other relevant stakeholders.

Tasks

The SNE’s tasks will include, inter alia:

• Monitoring and analysing EU policy, legislative and institutional developments relevant to ELA’s mandate, including developments concerning labour mobility, the free movement of workers and services, social security coordination, and related digital and green-transition initiatives; 

• Preparing timely summaries, briefings, speaking points, background notes and other analytical material for ELA management and relevant internal services;

• Supporting ELA’s engagement with EU institutions, bodies and agencies, Member States, social partners, international organisations and other relevant stakeholders, in accordance with ELA’s priorities and established institutional positions;

• Contributing to the preparation, organisation and follow-up of meetings, events and stakeholder engagements held in Brussels;

• supporting preparations for meetings and engagements involving the Executive Director and ELA management;

• Contributing to cooperation with cross-industry and sectoral social partners;

• Facilitating the timely exchange of relevant information between the Brussels Liaison Office, ELA’s headquarters and the Authority’s operational units and sectors;

• Contributing to ELA’s programming, reporting and communication activities, including the preparation of work-programme contributions, reports, briefings and presentations;

• Supporting the visibility of ELA’s mandate, activities and priorities in the Brussels institutional environment;

• Monitoring relevant aspects of the EU budgetary and discharge cycles and providing factual updates and analytical support to the responsible ELA services;

• Performing other tasks requested by the line management in the interest of the service.

Eligibility criteria

Candidates must fulfil the requirements below:

• be employed by a national, regional or local public administration or an Intergovernmental Organisation (IGO), or an independent university or research organisation that does not seek to make profit for redistribution or is in fact part of the public sector3;

• have worked for their employer on permanent or contract basis for at least 12 months before their secondment; and to remain in the service of that employer throughout the period of secondment;

• have at least three (3) years’ work experience at an appropriate level;

• have thorough knowledge (C1) of one of the EU languages and a satisfactory knowledge (level B2) of another EU language of the Union4;

• be a national of an EU Member State.

Selection criteria

Essential:

• Experience relevant to the items listed under “Tasks”;

• At least three years’ professional experience with EU Institutions, bodies or agencies, permanent representations, national administration dealing with EU affairs or international organisations, preferably in the areas of EU institutional affairs, public policy, labour mobility, employment or social policy, social security coordination, or another field connected with ELA’s mandate;

• Excellent written and oral command of English (C1 level);

Advantageous:

• Proven experience in monitoring and analysing EU policy, legislative or institutional developments.

Moreover, the following competencies will be assessed during the selection process: • Excellent understanding of EU policy making structures and functioning of the EU institutions;

• Creative Problem Solving;

• Effective communication.
