The Office for Infrastructure and Logistics in Luxembourg (OIL) is an administrative office employing approximately 430 staff members. 

Our main mission is to provide all European Commission staff in Luxembourg with a safe and comfortable working environment and to ensure the implementation of social and logistical infrastructure services. 

Our services are delivered in accordance with a quality-oriented approach and are also provided to other European institutions and bodies located in Luxembourg. Unit OIL.02 consists of 48 staff members divided into two sectors. It is responsible for the management of the Mail Service, Document Management, IT, Communication Activities, and the implementation of the Occupational Health and Safety Policy at the Luxembourg site.

We propose

OIL.02 is looking for a highly motivated, dynamic, and detail-oriented team member to contribute to the efficient operation and continuous development of OIL’s IT systems as part of the Office’s digital transformation projects. The successful candidate will be responsible for, among other things: 

• Developing, implementing, and maintaining OIL’s IT solutions and ensuring their operational effectiveness; 
• Participate in pilots/proof of concepts in the realm of BIM and Digital Twins; 
• Providing L2/L3 assistance and support to business teams as well as end users of OIL’s IT solutions; 
• Contributing to the Office’s digital transformation initiatives, particularly in connection with the digitalisation of the JMO2 building (BIM, Digital Twin, integration of information systems for the management and maintenance of buildings, systems dedicated to operational technology (OT), Internet-of-Things (IoT), technical management of buildings, centralised technical management, amongst others).

This position is part of the “IT Solutions Delivery” team within Unit OIL.02 and requires close collaboration with the management of the unit, the relevant Head of Sector, team members, OIL services, IT solution providers, users, and both internal and external stakeholders. The selected candidate will join a motivated and committed team, working in a positive and collaborative environment.

We look for

OIL.02 is seeking a discreet, autonomous, and proactive colleague with at least five years of relevant professional experience related to the nature of the position. The ideal candidate should demonstrate: 

• Sound knowledge of IT quality standards, IT service delivery standards, information security, and IT governance best practices;
• Hands-on experience in managing IT projects using a recognized project management methodology; 
• Strong analytical and problem-solving skills, with the ability to prioritize tasks and adhere to established procedures and processes; 
• A good understanding of web technologies and software architecture (including cloud), as well as the ability to contribute to digital transformation projects; 
• Experience in BIM, Digital Twins is a strong asset; 
• Experience in solution and systems architecture and design;
•  Experience in Single-Sign on solutions and protocols; 
• Experience in integration of systems via APIs (REST);
• Experience in the implementation and lifecycle management of digital solutions and services, applying ITIL methodology; Knowledge of user-centred design principles; 
• Experience in user assistance and support services; 
• Experience with cloud technologies and related processes; 
• Experience in Agile project management. 

Practical experience in the following areas would be considered a valuable asset: 

• BIM and Digital Twin; 
• Building Management Systems (Integrated Workplace Management System (IWMS)/(CAFM)) and Computerised Maintenance Management Systems (CMMS). 

Excellent command of French and English, both written and spoken, is required.
